Case

The City of Pasadena approved the South Lake Avenue Redevelopment Project despite significant environmental impacts on the historic Bullocks Department Store. The Los Angeles Superior Court issued a writ setting aside the project approval "because the project will have significant impacts on historic resources and there exist feasible alternatives which were not adopted." Following issuance of the writ, the project went forward based on a settlement incorporating additional mitigation of environmental impacts.
